    Neglectful, filthy, understaffed Utica facility

I lived at this Utica senior facility and it was awful. I saw neglect and filthy conditions (urine smell, plastic on windows), residents unshowered for years, and unsafe, understaffed nursing with deaths and dehumanizing treatment. Staff were friendly and did small things like paint nails and the food was sometimes good, but the place is run-down, lacks phones/cable/kitchenettes, and it's nearly impossible to find another spot on Medicaid.

    Summary review

Overall sentiment in these reviews is highly polarized, with a mix of very positive comments about food, service, and venue quality on one hand, and serious, recurring allegations of neglect, unsanitary conditions, and managerial misconduct on the other. Several reviewers praise the facility’s appearance, food, and particular staff members; but a substantial number of reviews describe deeply concerning problems that affect resident safety, dignity, and basic comfort. The result is a split picture in which some residents or visitors report a high-quality experience while others report persistent and severe problems.

Care quality and safety are central points of concern in many reviews. Multiple reviewers allege neglect, including claims that some residents were not showered for very long periods and that staff sometimes target or dehumanize residents. There are explicit reports of understaffing and even mentions of resident deaths and safety concerns, which reviewers attribute in part to inadequate staffing levels and poor oversight. These kinds of allegations — neglect, hygiene problems, and safety incidents — are among the most serious themes and suggest systemic problems for a subset of residents.

Staff behavior and frontline caregiving appear mixed. Several reviews emphasize that specific staff members are friendly, protective, and attentive (examples include staff helping with nails and personal grooming). However, a significant number of reviews contradict that picture, alleging poor attitudes, unprofessional or dehumanizing treatment, and staff who may be targeting residents. The contrast implies variability in staff performance: some caregivers are praised for good personal attention, while others or overall staffing levels generate complaints about neglect or abusive behavior.

Facility condition and environment are recurring issues. Reviewers report a run-down building with makeshift repairs (plastic on windows), pervasive smells (notably urine), and general dirtiness. Practical amenities are also noted as lacking: multiple reviews point out there are no kitchenettes, no telephones in rooms, and no cable TV. These deficits affect resident comfort and autonomy, and the visible disrepair and sanitation complaints reinforce concerns about maintenance and housekeeping standards.

Dining receives sharply divergent reports. Several reviewers call the food great, amazing, or high quality; others describe meals as inedible or liken them to 'jail meals.' This inconsistency indicates that dining experiences vary widely depending on perspective, time, or possibly different units within the facility. While some find the meals and service exemplary, others find them unacceptable, which may indicate uneven management or variability in staff responsible for dining services.

Management and administration are another major theme. Multiple reviews accuse leadership of incompetence, specifically naming an administrator and a Director of Nursing (DON). Serious allegations include favoritism (hiring friends), dishonesty, and poor oversight. These management-level complaints are frequently linked by reviewers to the operational problems described — understaffing, poor hygiene, and safety incidents. When leadership is described as ineffective or unethical in multiple accounts, that raises concerns about the facility’s ability to address the recurring issues highlighted by residents and families.

There are also important social and policy-related concerns mentioned: reviewers note that disabled residents on Medicaid find it hard to transfer to other facilities, implying limited options for vulnerable populations and heightening the stakes of any care deficiencies. Several reviewers described feeling stuck or regretting placement, which suggests that for some residents the facility may represent a last resort rather than a chosen preference.

In summary, these reviews present a conflicted and polarized portrait of Regency Manor. Positive reports emphasize friendly, protective staff, good personal attention from some caregivers, attractive venue qualities, and in some cases excellent food and service. Conversely, many reviews document severe issues: neglect, unsanitary conditions, understaffing, safety concerns including reported deaths, lack of basic in-room amenities, and alleged administrative misconduct. The most reliable conclusion from these aggregated reviews is that experiences vary dramatically between reviewers — ranging from very positive to deeply troubling — and that the negative reports raise serious red flags about consistent care standards, facility maintenance, and leadership accountability. Anyone considering Regency Manor should weigh both the positive testimonials and the pervasive negative allegations, seek up-to-date on-site observations, ask specific questions about staffing, hygiene practices, safety records, and administrative oversight, and, if possible, speak with current residents and families about their recent experiences.
