    Filthy building, poor management, bedbugs

I’ve lived in this HUD senior building for 15+ years — it used to be a decent, dog- and couple-friendly fit but it’s gone downhill. Management and maintenance are horrible, the place is filthy with no cleaning crew, cigarette and pot smoke is everywhere, and there’s a bedbug infestation (bring spray). Do not move in — warning.

    Summary review

Overall sentiment across the provided reviews is strongly negative. The dominant themes are serious cleanliness and pest problems, pervasive smoke inside the building, and perceived neglect by management and maintenance staff. While a few positive notes appear — primarily that the community is dog- and couple-friendly and may be a good fit for some residents — these are overwhelmed by repeated complaints about health, sanitation, and building upkeep.

Cleanliness and pests are the most frequently and emphatically mentioned issues. Multiple comments point to a bedbug infestation and filthy conditions. Reviewers explicitly warn prospective residents to expect bedbugs and to purchase bedbug spray, indicating the infestation is persistent enough that individual residents feel they must mitigate it themselves. In addition to pests, reviewers report generally unsanitary conditions and an absence of routine cleaning; one reviewer states there is no cleaning crew. These combined problems present both immediate discomfort and potential health risks for residents and their visitors.

Air quality and safety concerns are also prominent. Several summaries mention cigarette smoke and marijuana (pot) smoke inside the building. That suggests either lax enforcement of no-smoking policies or the absence of such policies, creating a smoky indoor environment that can negatively affect residents with respiratory issues or those who prefer smoke-free living. The presence of drug smoke may also raise safety or nuisance concerns for many prospective residents.

Management, maintenance, and oversight are repeatedly criticized. Reviewers characterize management and maintenance as "horrible," and say "no one taking care of it." Maintenance issues appear systemic rather than isolated incidents, and combined with reported absent cleaning staff, suggest chronic understaffing or mismanagement of building operations. One long-term resident (15+ years) explicitly states the property has "gone downhill," implying a decline over time rather than a recent single problem. The accumulation of complaints—pests, filth, smoke, lack of housekeeping—points to persistent neglect rather than temporary lapses.

Available information on care quality, dining, activities, and other services is minimal or absent in these reviews. There are no comments referencing dining quality, meal services, organized activities, clinical or medical care, or personalized staff assistance. Because the reviews focus almost exclusively on sanitation, pests, smoke, and management, it is not possible from this dataset to assess the quality of medical/care services, social programming, or dining offerings. Prospective residents should seek additional, specific information about those areas if they are important factors in the decision.

Notable patterns include long-term residency paired with growing dissatisfaction (a 15+ year resident noting decline), explicit warnings for prospective residents ("do not move in"), and individual coping measures taken by residents (purchasing bedbug spray). The community does have some redeeming attributes for certain applicants: it is described as dog-friendly and couple-friendly, and some reviewers felt it was a "good fit" for those needs. However, prospective residents or family members should weigh those attributes against the significant sanitation, pest, and management concerns raised.

In summary, these reviews depict a facility experiencing serious and persistent operational failures — particularly around cleanliness, pest control, indoor air quality, and building management. While it may suit certain residents because it is dog- and couple-friendly, the reported bedbug infestation, filthy conditions, pervasive smoke, and lack of adequate maintenance are substantial red flags. Anyone considering Capitol Plaza should investigate further: request recent inspection or pest-control records, ask management about housekeeping and smoking policies, tour multiple units at different times of day, and speak with current long-term residents about maintenance responsiveness and overall living conditions before making a decision.
