    Overcrowded filthy unsafe avoid moving

I lived here and moved out - don't move in. It's overcrowded and toxic (nosy residents, constant backstabbing/lying and pretentious behavior), and the grounds/building are filthy: uncollected dog poop, urine smell, trash, vandalism and no security cameras. Management seems rent-focused and neglectful (community room locked, ineffective oversight); cleaning and maintenance staff try, but the place feels unsafe for vulnerable residents and shows signs of drug activity.

    Summary review

Overall sentiment in the reviews is strongly negative, with recurring complaints about safety, sanitation, management, and resident behavior. While a few operational staff members (cleaning crew and maintenance) are singled out as trying to help, most of the commentary paints a picture of a property that is neglected by ownership and poorly managed. The predominant impression is that Mount Carmel Manor is not a safe or comfortable environment for vulnerable seniors or anyone seeking a well-run senior living community.

Management and ownership are central concerns. Multiple reviewers describe management as ineffective and ownership as neglectful and primarily focused on collecting rent rather than maintaining the property or protecting residents. This rent-focused attitude is reported to translate into inadequate oversight, locked common spaces (the community room is locked and inaccessible), and a failure to address ongoing problems raised by residents. Reviewers explicitly link poor management to other problems—trash and pet waste left on the property, lack of security measures, and unresolved vandalism and burglaries.

Safety and security issues are frequent and troubling themes. Reviews mention the absence of security cameras, multiple incidents of vandalism and burglary, and the presence of residents with drug-related issues. These factors lead reviewers to characterize the community as unsafe—particularly for vulnerable residents who may need more protection and oversight. The combination of overcrowding, criminal incidents, and limited security infrastructure contributes to a pervasive sense of risk.

Cleanliness and maintenance are another major area of concern. Grounds and parking areas are reported as littered with garbage, and numerous mentions of uncollected dog feces and the smell of dog waste indicate sanitation problems both outdoors and inside the building (including dog urine). Although the cleaning crew and maintenance staff are noted as trying to help, the scale of neglect described suggests they are overwhelmed or lack the authority or resources to correct systemic issues. The building is described as dirty and poorly kept, which affects resident quality of life and likely compounds safety and health risks.

Resident culture and social environment are also problematic based on the reviews. Descriptions such as overcrowded, nosy, backstabbing, dishonest, and pretentious indicate a hostile or stressful social atmosphere. Several reviewers advise prospective residents to avoid the building, and some current residents are reportedly moving away. These interpersonal dynamics, combined with physical and security shortcomings, suggest the community is not conducive to peaceful, supportive senior living.

There is very little to no information in the reviews about dining services or organized activities; neither is mentioned as a positive or mitigating factor. The existence of a community room is noted, but it is locked and therefore not functioning as an amenity. In short, amenities that could offset other problems are either absent, nonfunctional, or inaccessible according to reviewer accounts.

In summary, the reviews reflect a facility with structurally decent apartments but pervasive and serious operational failures. Management and ownership are portrayed as neglectful and rent-driven, leaving the property dirty, insecure, and socially difficult for residents. While on-the-ground staff such as cleaning and maintenance are described as making an effort, their efforts appear insufficient against larger systemic problems. Prospective residents or their families should treat these repeated complaints as red flags and seek independent confirmation of safety, cleanliness, security measures, and management responsiveness before considering Mount Carmel Manor. Current residents experiencing these problems may need external advocacy or to consider relocation given the pattern of unresolved issues described in the reviews.

    About Mount Carmel Manor

Mount Carmel Manor sits at 1560 Bellows Street in West Saint Paul, Minnesota, right in ZIP code 55118, and it mainly serves adults aged 62 or older and adults living with disabilities who need affordable rents because they qualify for subsidized housing, with the rent based on income, and this can really help people who are looking for something manageable in their budget. The community has apartment units with one, two, three, and four bedrooms-though some are set aside for very low-income folks, especially those needing a one-bedroom, and you'll find 60 units packed into a three-floor building. The place is pet-friendly, welcoming both dogs and cats with a pet deposit of $300, which makes it easier for residents who already have animal companions and worry about finding a new home that'll take them. Mount Carmel Manor doesn't list things you sometimes see in other places, like a pool, hot tub, or fancy air conditioning, but it does have in-building laundry, a party room, a business center, a computer room for technology needs, some garden plots for residents who want to dig in the dirt, and a patio for a little fresh air. You won't find any clear information here about specialized care like assisted living, memory care, or nursing care, but there's a response system in place to help in case residents need to reach out for assistance, and a dedicated service coordinator up front, who helps people keep living on their own, which can be a blessing for folks who want to stay as independent as possible. The property tries to keep things comfortable and safe too, with control over who comes and goes thanks to controlled access, and a smoke-free policy in indoor spaces, so you don't have to worry much about that lingering smell in the hallways. Advantage Services provides extra support for people who need it, which could include help with everyday matters or connecting with programs, though there aren't many extra details about what those services cover day to day. The building's managed by CommonBond Communities, and it stays pretty steady and simple as an apartment community for seniors and people with disabilities, without much flash, but with enough basics to make living there straightforward and manageable.
