    Better care, but staffing inconsistent

I'm encouraged by the turnaround here: new ownership and management, ongoing remodels, a clean building, hot quality meals, engaging activities and an excellent, caring therapy team - staff are mostly hardworking and treat residents like people, not numbers. That said, problems persist: short staffing, spotty communication, some unprofessional or unsafe incidents in the past (missed call lights, fall/medication concerns), and uneven office responsiveness. Overall I've seen real improvement and would recommend touring, but proceed cautiously and watch for consistency.

    Summary review

Overall sentiment across these reviews is mixed but leans toward cautiously positive with notable, recurring concerns. Many reviewers emphasize that Cedar Manor offers compassionate, dedicated caregiving and an excellent therapy team that made a significant difference for residents. Several accounts praise nursing aides, therapists, and leadership (including mention of administrator Sharon and a Creative Solutions ownership/management takeover) for improving resident comfort and for visible investments in renovations and updates. Multiple reviewers reported clean, well-kept spaces, engaging activities, and residents who are active and enjoying life. Food quality is often described positively (hot, fresh, delicious meals) by a number of families and residents. These positive threads suggest that for many families Cedar Manor provides high-quality rehabilitation services, warm personal attention, and a community where residents feel cared for and not overlooked.

At the same time, a distinct set of serious concerns appears repeatedly. Communication problems are a frequent complaint: reviewers note unreturned phone calls, missed callbacks, and poor business office responsiveness. Several reviewers describe short-staffing or unresponsive staff on duty (rarely answering call lights), which is linked in some accounts to care lapses. A few reviewers reported severe safety-related incidents (falls resulting in broken ribs) and alleged inappropriate use of sedating medications; these are serious allegations and were raised by multiple dissatisfied families. There are also reports of unprofessional or hostile conduct toward family members, threats, and poor issue resolution, which contribute to some reviewers advising others to avoid the facility. These negative reports suggest inconsistency in care and occasional lapses in safety and professionalism.

Facility condition and improvement is another prominent theme. Many reviewers praise ongoing remodeling and a facility 'glow up' since the ownership/management changes, noting a facelift, updates, and investments intended to improve resident comfort. Conversely, a few reviews describe parts of the facility as unhealthy and in need of a complete redo (interior, plumbing, flooring). This indicates that renovations may be partial or ongoing, producing differing impressions depending on which areas reviewers experienced. The new management and Creative Solutions takeover are repeatedly mentioned as catalysts for positive change, but some employees and reviewers express concerns about management ethics or staff treatment, suggesting internal tensions during the transition.

Staffing and employee treatment are complex yet important themes. Many reviews celebrate the devotion, experience, and warmth of caregivers and therapists, calling them amazing and attentive. Simultaneously, other reviewers report staff shortages, lazy or unresponsive personnel, and request measures such as drug testing. Some allege that management underpays or poorly treats employees—claims that, if true, could explain turnover and staffing instability that drive inconsistent care. This dichotomy points to pockets of very strong frontline caregivers coexisting with operational or staffing weaknesses that produce uneven resident experiences.

Dining and activities generally receive positive marks: several reviewers highlight high-quality meals and engaging activities that support resident wellbeing. Still, a minority reported bad or unhealthy food. Activities and therapy are repeatedly identified as strengths, with therapy described as a 'game-changer' and activities described as engaging and contributing to residents' happiness.

In summary, Cedar Manor appears to be a facility with many strong elements—compassionate staff, excellent therapy, active resident programming, and visible investments in physical upgrades under new management. However, these strengths are tempered by recurring and serious concerns about communication, staffing consistency, occasional safety incidents, and reports of unprofessional conduct. Experiences appear polarized: while many families strongly recommend the facility and praise recent improvements, others report traumatic experiences and advise caution. Prospective families should weigh both sets of feedback, tour the facility (as invited by some reviewers), ask specific questions about staffing ratios, incident reporting, medication protocols, and current status of renovations, and verify how management has addressed the documented communication and safety concerns before making placement decisions.

About Cedar Manor Nursing & Rehab

Cedar Manor Nursing & Rehab sits in San Angelo, Texas, and has 166 certified beds, so it's a pretty good size place for skilled nursing, long-term care, and rehab services, and they do things like wound care, memory care, in-house dialysis, vent care, and veterans affair services, too, and you'll also find help with physical, speech, and occupational therapy for folks dealing with surgery recovery, neurological conditions, or other chronic health needs. Cedar Manor is part of the Creative Solutions In Healthcare network, so you might notice it's connected to other facilities, and the Ballinger Memorial Hospital District owns it, with San Angelo II Enterprises LLC managing things since February 2024, and their team aims to provide a home-like feeling, and they say they offer a lot of support and personalized care plans made for each resident, which sounds like they try to address unique needs room by room and person by person, including memory care. Now, the place has had 14 total deficiencies from inspections, including two about infection control, one of which got flagged as an F0880, with the inspectors saying there was a program problem but no actual harm, just the potential for some harm to a small group. They also had a deficiency about not fully honoring all resident rights, especially about dignified living and communication, so these are areas that might concern some families. When looking at staff, they average 3.35 nurse hours per resident per day and have a nurse turnover rate of 56.3%, so staff changes are something families might want to keep in mind, but folks have said the team is dedicated and tries to be compassionate. There's a handful of things residents can use, like transportation, religious services, barber and beauty shop, laundry and housekeeping, meals planned by culinary staff, and both a Care Portal and Payment Portal online for families, along with customer care lines, and options to get information, leave feedback, or keep up with a loved one's health. Cedar Manor Nursing & Rehab also stays connected with families through social media, helps with engaging activities, tries to make spaces feel like home, and has a 2.6-star rating from fifteen reviews, which might help inform someone looking for honest opinions about the experience there.
