    Beautiful campus but inconsistent care

I moved here for the lakefront views, remodeled apartment and active community - the grounds, dining lodge, music/activities and on-site Health Center are lovely and many staff (Mark, Josefina, Lisa, Juan among them) were caring. But it's very expensive with lots of extra/ala-carte fees, slick marketing that can be misleading, chronic staffing and leadership turnover (three DONs in two years), safety/medication lapses, billing problems and slow management responses. Beautiful campus and amenities, yet services and care are inconsistent - buyer beware.

    Summary review

Overall sentiment across the reviews is mixed and polarized: many residents and families praise the campus, location, community life, and certain individual caregivers, while a substantial number of reviews raise serious concerns about management instability, staffing, safety, regulatory compliance, and the cost structure. The facility's lakefront setting, attractive grounds, remodeled apartments, dock access, and amenities are frequently cited as major strengths that create a pleasant daily living environment. Residents repeatedly mention the benefit of an active social calendar, with music, art, wood shop, committees, and outings supported by an on-site bus. Some long-term residents and reviewers describe the Health Center as being in excellent shape and highlight specific staff members (several named) who deliver compassionate care and build meaningful relationships with residents.

Care quality and staff performance emerge as a central, divisive theme. On the positive side, permanent nursing staff and certain caregivers are described as kind, loving, and attentive; the activities director and social programming are praised for fostering engagement and memory support. However, there are multiple, recurring reports of short-staffing, high use of agency nurses, medication administration problems (including late meds and meds found on the floor), and inconsistent staff competence or attitude. Leadership instability is repeatedly called out: rapid management changes, multiple Directors of Nursing (three in two years), interim Health Care Services leadership, and even the presence of a turn-around specialist. Some reviews note state citations and regulatory issues not being followed, which, combined with the turnover, create worry about continuity and oversight of clinical care.

Management, finances, and transparency are another prominent cluster of concerns. Many reviewers point to high monthly costs for independent living and much higher fees for nursing-level care (one reviewer cited roughly $11,000), plus numerous extra or ala-carte charges for services that some families expected to be included. Overbilling and billing disputes are reported (one specific $17,000 overbilling allegation), and reviewers describe contracts and policies that appear to favor the organization financially. Marketing and sales practices draw criticism: several reviewers called the sales pitch aggressive or slick, and some allege misleading or false advertising. At the same time, the community does offer a financial assistance / scholarship program, which several reviewers mentioned as a positive benefit.

Facilities, amenities, and dining receive mostly favorable comments but with important caveats. The campus, grounds, views, workout room, dock, and communal spaces are repeatedly praised for being attractive and well-maintained. Dining opinions, however, are mixed: some call the food excellent, while others describe it as mediocre or repetitive after a time. Additional practical frustrations show up in reviews: cramped rooms for some unit types, parking hassles, no in-house handicap van, and reports that some basic items incur extra charges. Maintenance and refurbishment are noted positively when completed, but some reviewers report slow management delays on renovations.

Safety incidents and service failures are among the most serious complaints. Beyond medication mishandling, reviewers report resident safety lapses (a parent leaving at night), theft (clothing stolen), dental neglect, poor responses to incidents, and at least one account of decline or death after transfer to the Health Center. Some reviews mention filing complaints with authorities and delayed or unhelpful responses from management when problems occur. These accounts amplify concerns about supervisory oversight, training for agency staff, and the timeliness and transparency of management's incident handling.

Taken together, the pattern suggests a facility with excellent location, strong social life, attractive living spaces, and pockets of genuinely caring staff, but also with systemic operational and leadership issues that materially affect resident safety, clinical reliability, and financial transparency. Prospective residents and families who prioritize an engaging lakefront lifestyle and robust social programming may find Covenant Living at the Shores attractive. Those who prioritize stable, consistently supervised clinical care and clear billing practices should proceed cautiously.

If considering this community, it is advisable to verify current staffing levels and leadership stability (especially nursing leadership), review recent state inspection and citation records, get detailed written explanations of what is included versus extra-fee services, ask for clarity on incident reporting and remediation processes, and observe the Health Center at different times of day to assess staffing and care practices. Also request references from long-term residents and families, and confirm specifics about move-in assistance, transportation for residents with mobility needs, and how the community handles agency nurse oversight and medication safety protocols.

About Covenant Living at the Shores

Covenant Living at the Shores sits right by Lake Washington on Mercer Island, surrounded by water and lots of trees, and you can see the Seattle skyline from the grounds, so if you like being close to nature but still near the city, that's one thing to notice about the place. People living here can pick from different floorplans, with studio, one-bedroom, and two-bedroom apartments, many of them having patios or balconies, and there's plenty of closet space which is nice if you don't want to give up all your things. The community offers several ways to help folks stay comfortable and safe as they age, so there are choices like independent living, assisted living, memory care, skilled nursing, and even short-term rehab and respite care, with a separate Memory Care neighborhood for those living with Alzheimer's or other forms of dementia, where trained staff use the Alzheimer's Association CARES® program and keep safety in mind by having secured outdoor courtyards and gardens for fresh air. Covenant Living at the Shores is a not-for-profit, faith-based community, and it's a life plan community-so residents who need more help over time don't need to move away to get it, they just get more support in the same community, which some people find comforting.

The place is Medicaid-certified and in-network for certain managed care and Medicare Advantage plans, and skilled nursing services can include things like IV therapy, wound care, pharmacy services, long-term care, respite, and even hospice if needed, all supervised by licensed nurses 24 hours. For daily life, there's help available whenever needed with bathing, medication, dressing, and other tasks, plus a nurse-call system for peace of mind. Residents eat three daily meals in Fortuna Lodge, with professional chefs and table service, and there's a dietitian on hand to help with special diets, so you don't have to worry about planning or preparing all your own food. Living is pretty maintenance-free, with staff handling housekeeping, laundry, and upkeep.

There's a waterfront patio, a creative arts center, and a fitness studio for staying active, plus a wellness center and the LifeConnect program aiming to help everyone stay healthy in body and mind. People sometimes gather for things like lakefront barbecues and trips into Seattle to see the Space Needle or Pike Place Market, and if you like the water, there's a private marina that lets you canoe or kayak out into Lake Washington, which isn't something you find everywhere. Community spaces offer spots to meet neighbors, play games, or enjoy activities, and transportation is available for errands or outings, including wheelchair-accessible options. Pets are welcome, which suits animal lovers, and rooms come in private and semi-private options to match different needs and budgets, including studios and companion suites if you want a little company but still your own space. The Memory Care neighborhood puts a lot of effort into personalizing daily routines with things like reminiscence activities, life histories, and spiritual programs, and residents who need rehabilitation get onsite access to physical, occupational, and speech therapy.

Housekeeping, laundry, salon and barber services, organized events, and easy access to medical staff all try to make life smoother, and the staff aim to provide help where needed without being overbearing. Some people pick the community for the range of care and choice of social activities; others like it because it's simply peaceful, close to Seattle, and has scenic views by the lake. There's a website at covlivingshores.org for more details, and everything sits at 9150 Fortuna Drive, Mercer Island.
