    Caring staff, persistent pests, noise

I've lived here nearly five years and the director and staff are outstanding, caring, and available - I feel safe and the place is generally well-run and well-maintained. My unit stayed clean and my family loves it, but the building has had recurring pest issues (bed bugs/roaches) and persistent noise from a nearby factory and loud neighbors that management hasn't fully addressed. Good, affordable option for many seniors if you can tolerate the pest and noise problems.

    Summary review

Overall sentiment from the provided reviews is mixed but leans positive on staff quality, resident safety, affordability, and the day-to-day lived experience inside individual apartments. The strongest and most consistent praise centers on the people: reviewers repeatedly describe the staff as caring, dedicated, helpful, friendly, and knowledgeable. The director receives explicit praise, and multiple comments call the facility well-run and well-maintained. Several reviewers emphasize the home-like atmosphere and that this is a good place for retirees and low-income seniors, with some residents reporting multi-year stays and close friendships formed there. Feelings of security and personal safety are commonly noted, which is an important positive for prospective residents and families.

Facilities and maintenance come across as generally positive but with important internal contradictions. Many reviewers say the building is well-kept inside and out and that private units are "extremely clean." At the same time, other comments describe the building as dirty, units as not updated, and some areas as having odors. This split suggests variability by building section, unit, or over time: some apartments are maintained to a high standard, while common areas or other units may lag. The presence of long-term residents and repeated descriptions of a well-run facility indicate that basic operations and upkeep are usually handled competently, yet the reported inconsistencies warrant careful inspection by prospective residents.

A major and recurring negative theme is pest control. Specific reports of bed bugs and roaches, and language such as "infestation," are serious red flags. Reviewers indicate that pest treatments have been limited to powder applications rather than comprehensive fumigation, which many interpret as inadequate. Combined with the reports of dirty common areas from some reviewers, this suggests localized sanitation or pest-management failures that have affected at least some units or portions of the property. Prospective residents should explicitly ask management about current pest control policies, recent infestation history, and proof of professional extermination procedures.

Noise and neighborhood context are another consistent area of concern. Reviews list multiple noise sources: a factory across the street, loud upstairs neighbors, neighbors playing music, emergency vehicle sirens, and being located across from a nursing home. Several reviewers say management will not intervene on noise complaints and that local police do not enforce noise ordinances; as a result, residents report using earplugs or headphones to cope. This indicates that, while the facility itself may be well-run internally, external location factors and enforcement gaps materially affect resident comfort. For noise-sensitive individuals, this could be a decisive factor against choosing Westminster Manor.

Management and administration elicit mixed impressions. On one hand, leadership and many staff members are lauded as excellent, available, and supportive. On the other hand, reviewers explicitly state that management refuses or fails to act on certain resident concerns (notably noise and pest remediation decisions), and one reviewer mentioned an "odd question" during intake—suggesting occasional administrative quirks. This split points to effective day-to-day caregiving and responsiveness for many needs, yet possible limits on management authority, policy decisions, or priorities when it comes to building-wide problems or external enforcement issues.

There is little to no information in these summaries about dining options, structured activities, medical care beyond general safety, or specific amenity programming. The reviews emphasize staff warmth, personal safety, maintenance of units, and community ties more than formal services like dining or scheduled activities. That lack of commentary should be taken to mean either those services are unremarkable or not a primary concern for reviewers; prospective residents should request details and menus, activity calendars, and care/service level descriptions when touring.

In summary, Westminster Manor appears to offer a caring, stable, and affordable environment with many residents reporting a strong sense of community, long-term satisfaction, and praise for staff and leadership. However, there are significant and recurring concerns about pests, inconsistent cleanliness beyond private units, and persistent noise from both neighbors and the surrounding area — problems that reviewers say management and local authorities have not effectively resolved. Prospective residents should weigh the strong personal and staff-related positives against the practical negatives (pest history and noise), and should visit at multiple times of day, speak with current residents, and ask management for documentation on pest treatment history, noise-mitigation policies, and any recent improvements before deciding.
