    Attentive competent caring excellent rehab

I'm very pleased with Highland Manor - the caring, competent staff (nurses, aides, therapists, administrators and Sue's team) gave attentive, personalized, patient-centered care and excellent short-term rehab. The facility is immaculate, beautifully decorated, family-focused with great communication and activities; my loved one recovered enough to go home and I'm grateful and would recommend them.

    Summary of reviews

Reviews of Highland Manor present a largely positive picture of daily life for many residents alongside a set of operational concerns that prospective families should probe. Many families praise the facility for its compassionate, attentive staff, strong nursing and therapy teams, and effective short-term rehabilitation services that helped residents recover mobility and return home. Multiple comments highlight personalized, resident-centered care, with staff described as kind, patient, and responsive. Administrative and front-desk personnel are frequently credited with being helpful and communicative, and reviewers commonly note that families were kept informed during stays.

Care quality and clinical services receive consistent praise for rehabilitation outcomes and hands-on nursing care. Physical and occupational therapy services are cited as a notable strength, with specific examples of improved mobility. At the same time, the reviews surface operational gaps that suggest variability in clinical monitoring and safety practices. Concerns cluster around inconsistent staffing levels, which reviewers link to delays in attention and lapses in fall-prevention and bedside monitoring. There are also mentions of hydration and meal-suitability issues, which point to uneven nutrition and hydration management in some cases. A small number of serious concerns — including critiques of end-of-life coordination and outcomes — indicate the need to review how hospice and specialty services are integrated.

Dining, activities, and environment are areas of clear strength for many families. Reviewers describe the facility as immaculate, odor-free, and attractively decorated, with a pleasant courtyard and regular, thoughtful events that engage residents (holiday treats, themed days, and frequent activities). Food quality is generally described as good, and activity staff are viewed as attentive. Operational hiccups such as occasional lost-and-recovered laundry or isolated service errors are mentioned but generally framed as resolved when staff is responsive.

Management and communication present a mixed picture. Several reviewers commend administrative staff for clear explanations and helpful transitions to at-home support, while other accounts describe inconsistent follow-up, dismissive phone responses, or unprofessional communication. Financial concerns appear in a number of comments as perceptions of high cost or limited pricing transparency; those considering the facility should seek clear written information about rates and billing practices. Infection-control is another area to ask about directly: a small number of reviewers raised issues related to infectious outbreaks and perceived lapses in protocols.

Overall, Highland Manor appears to deliver strong rehabilitation services, a clean and welcoming environment, and a staff culture that many families find compassionate and engaged. Prospective residents and their families would be well advised to tour the facility, observe staffing levels on the units, ask specific questions about fall-prevention procedures, hydration and meal plans, infection-control policies, hospice coordination, and obtain clear, written details on billing and movement-of-property procedures. That targeted due diligence will help determine whether the facility’s strengths align with an individual resident’s clinical and personal needs.

    About Highland Manor

Highland Manor sits in Exeter, PA, near West Wyoming and Hughestown neighborhoods in Luzerne County, with the 18643 ZIP code, and was built in 1982, and if you're thinking about walking to places, the walk score of 6 shows people really need a car to get around because there isn't much close by, but the building itself is one story and holds 120 certified beds in a layout shaped like a figure-eight, so it's easy to reach everything, and people get to enjoy two courtyards where they can spend safe time outdoors getting fresh air or socializing, and with rooms all on one floor, the place is easier for folks with mobility issues, and while Highland Manor is a nursing center with skilled nursing, long-term, sub-acute, and rehabilitation care, they do have some history of state inspections showing several deficiencies, like not always providing care as ordered, not fully developing care plans, not handling allegations right, and some issues with infection control and care planning, and the facility does try to manage these things with a control system and keeps records and referrals organized through a referral tracking system, responding to referrals within 15 minutes and offering 24/7 admission.

On most days, about 115 residents live here, and the staff, which Highland Manor says is long-standing and experienced with low turnover, provides 3.41 nurse hours per resident daily, though reports do show nurse turnover at 41.1%, which is something to note, and one nurse practitioner works on site five days a week while other medical specialists are on call, so people can get wounds, ostomies, and medication supervised or managed, pain watched, post-surgical help, rehab services, and more-including care for mental health, pediatric, and hospice needs. Highland Manor is a non-profit corporation connected with Continuum Healthcare and Seniors Management North, and because it's Medicare and Medicaid certified, that helps with different insurance needs.

You'll see that Highland Manor focuses on short-term, long-term, and rehabilitation care with occupational, recreational, and speech therapy services, and rooms and common spaces get new upgrades and ongoing improvements with modern comforts, but the place does keep to a simple, down-to-earth setup, putting comfort first. There are licensed beds, though only the number certified (120) is specifically listed, and Highland Manor keeps most things under one roof for convenience, with comprehensive in-house rehabilitation for anyone recovering from hospital stays or procedures. Residents get support both for medical needs and daily life, plus opportunities for social activities and outdoor time in the courtyards, and though the facility isn't without some past issues, it does stand as a four-star quality nursing center and hospital-clinic type facility focused on safe, attentive, and practical care for seniors in the Exeter area.
