    Bright spacious apartment, kind staff

I toured and moved in and have been very pleased. I like the accessibility and independence, and the staff are kind, professional and responsive. My bright, spacious apartment has great views; common areas and grounds are clean and well kept. On-site amenities (dining on request, gym, library, salon, computer and game rooms, rooftop solarium), affordable pricing, frequent communication and convenient Metro access make this a place I'd recommend.

    Summary of reviews

Charter House presents a mixed picture: it offers many of the physical amenities and location benefits that prospective residents and families often prioritize, but several operational weaknesses recur across reviews. The property is centrally located near transit and downtown Silver Spring, with a range of on-site spaces — fitness and exercise rooms, library and computer room, game and TV rooms, a rooftop solarium, beauty salon, and laundry — that support an independent senior lifestyle. Apartment sizes vary from compact kitchenette units to larger two-bedroom, two-bath layouts with good views; covered attached parking is available for a fee, and pricing is generally described as affordable for those on fixed or low incomes.

Staff and day-to-day maintenance receive frequent positive mention: many reviewers describe staff as pleasant, helpful, and communicative, and maintenance responses are often prompt. Move-in interactions and tours are commonly characterized as informative and welcoming. At the same time, staffing levels and housekeeping coverage are noted as limited; there is no full-time housekeeping and cleaning resources are constrained. These workforce limitations appear to affect the consistency of services and the scope of programming offered to residents.

Dining and activities are uneven. The facility maintains a pay-per-use dining option and can provide hot meals on request, which is a practical feature for residents who want occasional prepared meals. However, reviewers describe interruptions to dining continuity (including repurposing of dining space) and reduced management-sponsored outside activities following pandemic-related changes. While occasional programs such as yoga, exercise classes, and educational talks occur, activity offerings are described as limited or inconsistent versus what might be expected for a larger senior community.

Facility condition and safety raise notable concerns. Several accounts point to deferred maintenance and cosmetic needs — painting, repairs, and general upkeep — despite instances where grounds and interiors are described as well kept. Pest-control and sanitation issues in units and common areas, as well as occasional odor concerns, are cited. Security appears inconsistent: some reviews note effective safety practices, while others describe limited on-site security presence, door-to-door solicitors, and access-control gaps. There are also serious individual allegations related to missing funds and theft; these reports, together with mentions of an unresponsive manager in some cases, suggest potential gaps in financial-accountability processes and incident follow-up.

Overall impression and guidance: Charter House combines a favorable location, useful amenities, and a number of staff members who are described as professional and hardworking, with operational and management-level challenges that materially affect resident experience for some families. Patterns to verify during a visit include current pest-control and sanitation records, housekeeping schedules, staffing levels and security coverage (including how visitors and solicitors are managed), the status and availability of communal dining, documentation of financial policies and deposit/refund procedures, and up-to-date unit photos or walk-throughs of the exact apartment available. Prospective residents should conduct an in-person tour, speak directly with current residents about daily life and recent changes, and request written policies on incident reporting, activity schedules, and maintenance response times before making a decision.

    About Charter House

Charter House sits in downtown Silver Spring, Maryland, as a 55+ apartment community with 212 units including studios, one, two, and even three-bedroom floor plans, so there's space for singles or couples who want room and privacy, though there are income-restricted and market-rate options with most units reserved for income-qualified folks which keeps things more affordable for many. The building is multistory with covered garage parking and gated access for extra security, plus it's right near Woodside Urban Park, so residents can walk outside, enjoy the fresh air, and visit shops, restaurants, and parks all close by, with public transit and metro access making life easier if driving's not ideal. Each apartment features senior-friendly details like spacious closets, modern kitchens, private patios or balconies, and bathrooms that help people move safely. Community areas include common rooms, a HarborFit Fitness Center, laundry rooms, a library, business center, media room, recreation room, and even a sundeck for those who like sitting in the sun, plus there's a pool, church, small shop, salon, gardens, a lake, and places to gather for meals-friends and relatives can join residents for visits and dining.

The staff here are trained, friendly, and always around to help, with building maintenance and security measures in place for peace of mind, and the community pays attention to things like repainting or fixing broken features so everything stays in good shape. Residents who want to keep active can join in social, educational, or entertaining activities, with structured programs, community events, and engagement services that help neighbors meet and stay connected, whether they're independent or need some assisted living help. Charter House also has special discounts for teachers, first responders, and military, a FLEX rent payment plan that helps with splitting up rent, and online rent payment options through a resident portal, so managing bills doesn't get complicated, and the management is onsite to help with questions. Smallwood Summit is connected for people seeking upgraded and affordable apartments for seniors age 62 and up, but Charter House itself also takes pride in giving seniors a safe, comfortable place to live, with easy access to downtown attractions like dining, shopping, arts, and entertainment venues. The community center and business center offer spaces to work or meet, and there are counseling services, health resident services, and even residential care for children available. Altogether, Charter House aims to make day-to-day life as easy and pleasant as possible for older adults wanting to enjoy their time, stay as independent as possible, but still have support and opportunities for fun right at home.
