    Caring staff and excellent rehabilitation

I stayed in the short-term rehab unit and was very pleased: caring, friendly staff - nursing, CNAs, outstanding therapists, dietary and housekeeping - and evening tech Jonathan were exceptional and helped me make a speedy recovery. Activities are engaging (art, music, reading, religious services, movies), the activity director is hands-on with bus trips and a full calendar; grounds are accessible, rooms are clean with cable/Wi-Fi, pet visits are welcome, and meals are good and tailored to healing/diabetic needs - high praise.

    Summary of reviews

Hill Haven elicits markedly mixed impressions. Positive accounts emphasize a strong rehabilitative component: physical and occupational therapists receive frequent praise and some short-term residents report meaningful, timely recovery. Several reviewers also highlight compassionate direct-care aides, particular shift staff who provided notable attention, and examples of individualized dietary accommodations for therapeutic and diabetic needs.

The facility offers an active engagement program with an involved activity director, a clear activity calendar, arts and music programming, religious services, movie viewings, and scheduled transportation for shopping trips. Amenities cited by families and residents include accessible grounds, in‑room cable and Wi‑Fi, and an organized pet visitation program — features that support residents’ social and emotional well‑being.

However, a consistent pattern of operational concerns appears across many accounts. Nursing and clinical oversight are described as uneven: reviewers report delayed or inconsistent response to calls for assistance, gaps in routine monitoring, and lapses in escalation when a resident’s condition worsened. Understaffing and shift-to-shift variability are recurrent themes and are tied to longer wait times for basic care, assistance with mobility and toileting, and delayed medication or pain management administration.

Housekeeping and environmental-maintenance issues are also noted. Reviewers describe sanitation concerns, dust and cleaning lapses, dated room furnishings and bathrooms, occasional odor concerns in common areas, and sporadic attention to corridors and lighting. Meal delivery and dining quality are inconsistent in practice — while therapeutic meal planning exists, some families reported late meals, missing items, or poor food quality at times.

Management and administrative practices raise additional issues. Families describe poor communication around changes in condition, discharge, and end‑of‑life situations, as well as problems with phone accessibility, record-keeping, and coordination during transitions of care. There are reports of mismanaged personal belongings and clothing, and serious allegations concerning theft and possible medication diversion that warrant verification through formal channels. Several accounts also indicate a need for stronger staff supervision and training to ensure consistent standards across shifts.

Overall, Hill Haven appears to deliver strong rehabilitative services and meaningful activity offerings, supported by some caring staff members. At the same time, the facility shows recurring operational weaknesses — particularly in nursing consistency, housekeeping, medication controls, and family communication — that create variability in resident experience. Prospective residents and families should request current information on staffing ratios, recent inspection reports, clinical oversight protocols, infection-control and housekeeping procedures, medication-management safeguards, and sample activity and meal schedules before making placement decisions.

    About Hill Haven

Hill Haven is a senior living community in Webster, NY that's been part of the area for over 40 years, first as Hill Haven Nursing Home and then as Hill Haven Rehabilitation and Transitional Care Center, and now the property's being changed into over 100 market-rate apartments called Empire Boulevard Estate, with work planned to finish by summer 2025. The new apartments will come as one-, two-, and three-bedroom units, some with cathedral ceilings and nice views of the Rochester skyline, with prices for two bedrooms around $2,000 a month and one bedrooms in the upper $1,800s, plus every apartment will have washers and dryers, wood cabinets, and Corian countertops, and about half a dozen will be ADA accessible. The property has two buildings-a four-story and a two-story-with interior demolition done and further renovation underway, and the plan includes 230 parking spaces, which is more than required, with 25% of those spaces covered. The old nursing home's being updated to offer a modern, environmentally sound design focused on sustainability, and the ownership, DCI Property Group, aims to give middle-income tenants a comfortable, community-centered place to live while helping people stay connected through activities and programs. Back when the facility still had residents, Hill Haven offered private and semi-private rooms, consistent care staff assignments for building trusting relationships, tailored assisted living plans, help with daily needs like dressing and bathing, meals planned by registered dietitians, skilled nursing and rehabilitation services, social workers for transition help, and clinical coordination with Rochester Regional Health, especially for seniors with Alzheimer's and other health concerns. The property was licensed for up to 288 beds and during the pandemic had the highest number of COVID-related deaths in Monroe County, with 67 deaths linked there, and even though Hill Haven had a quality-of-care rating well above average, its health inspection and Medicare ratings were below average. The New York State Department of Health approved the closure plan, and the place has been empty since 2021, with applications for the new apartments likely opening in spring 2025, so prospective residents can expect modern amenities and a place shaped for community needs, built on a site with a long local history.
