Paying for assisted living in Georgia

Most Georgia families start by paying for assisted living out of pocket. Private funds, long-term care insurance, veterans benefits, and the sale or rental of a home are the most common ways people cover the cost when they first move in.

Prices vary a lot by region and by how much care a resident needs. You can compare current pricing for communities across Georgia in the pricing tables below.

Public programs can sometimes help with the care portion of the bill, but no program in Georgia pays for the room-and-board (rent and meals) part of assisted living.

Does Georgia Medicaid (Community Care Services Program / Elderly & Disabled Waiver) cover assisted living in Georgia?

Georgia Medicaid does not pay for room and board in assisted living. However, through its Elderly & Disabled Waiver Program — delivered through the Community Care Services Program (CCSP) and the SOURCE program — Medicaid can help cover personal care and support services for people who would otherwise need a nursing home.

These waivers can pay for "alternative living services" in a licensed setting, along with personal care, case management, adult day health, home-delivered meals, and caregiver respite. Not every assisted living community participates, so ask whether a community accepts the waiver.

To qualify, a person generally must:

    • Be financially eligible for Georgia Medicaid (income and asset limits apply)
    • Meet a nursing-facility level-of-care need
    • Choose community-based services instead of a nursing home

Waiting lists are common. To start, contact your local Area Agency on Aging through the Aging & Disability Resource Connection (ADRC) at 866-552-4464, and apply for Medicaid through Georgia Gateway.

Does Medicare cover assisted living in Georgia?

No. Medicare does not pay for assisted living room and board or for ongoing custodial (personal) care, which is the help with bathing, dressing, and daily living that assisted living provides.

Medicare may still cover medically necessary services a resident receives, such as doctor visits, hospital stays, and short-term skilled care or rehabilitation after a qualifying hospital stay.

VA Aid & AttendanceA pension supplement for wartime veterans and surviving spouses who need help with daily activities. It adds a monthly amount on top of a VA pension that can be applied toward assisted living.
Long-term care insuranceIf a policy is already in place, it may cover much of the monthly cost. Check the daily benefit, elimination period, and any assisted living restrictions before relying on it.
Reverse mortgage (HECM)Homeowners 62+ can borrow against home equity, with no monthly payments due until the home is sold. Most useful when one spouse stays in the home.
Life insurance conversionSome whole-life policies can be sold or converted into a long-term care benefit while the policyholder is still living.
Home sale or bridge loanProceeds from selling a home — or a short-term bridge loan while it's on the market — can fund care during a transition.

Assisted living laws and regulations in Georgia

In Georgia, assisted living is licensed by the Georgia Department of Community Health, Healthcare Facility Regulation Division (HFRD). A larger personal care home that provides additional services such as medication aide support and limited nursing care can be licensed specifically as an Assisted Living Community.

State rules set minimum standards for these communities, including staffing and staff training, resident admission and retention criteria, medication management, food service, safety, and residents' rights. HFRD enforces these standards through licensing and routine, unannounced inspections, and it investigates complaints made against licensed communities.

Inspection findings and complaint outcomes are public records. Before choosing a community, look up its current license status and inspection history using HFRD's official facility search at forms.dch.georgia.gov/HFRD. Reviewing recent survey reports — and how a community responded to any cited deficiencies — is one of the best ways to judge quality before you sign anything.

You can read the full rules in Ga. Comp. R. & Regs. 111-8-63 — Rules and Regulations for Assisted Living Communities.

Frequently asked questions about assisted living in Georgia

Georgia Medicaid does not pay for room and board in assisted living. However, the Elderly & Disabled Waiver — delivered through the Community Care Services Program (CCSP) and SOURCE — can help cover personal care and support services for people who meet a nursing-home level of care and qualify financially. Not every community participates, and waiting lists are common, so ask the community directly and contact the ADRC at 866-552-4464 to begin.

Costs vary widely depending on the region of Georgia and how much help a resident needs with daily care. Rather than a single statewide figure, it's best to compare current pricing for specific communities in the pricing tables below, which reflect live data for different areas of the state.

Assisted living communities help residents with daily activities such as bathing, dressing, meals, and medications in a more residential setting. Nursing homes provide round-the-clock skilled nursing and medical care for people with more complex health needs. Both are licensed and inspected by the state, but they serve different levels of care.

To get waiver help through CCSP or SOURCE, a person generally must be financially eligible for Georgia Medicaid (income and asset limits apply), need a nursing-facility level of care, and choose community-based services instead of a nursing home. Eligibility is assessed through your local Area Agency on Aging, and a waiting list may apply.

Use the Georgia HFRD facility search at forms.dch.georgia.gov/HFRD. You can verify a community's current license status, read its inspection (survey) reports, and see whether deficiencies were cited and corrected. Reviewing this before you sign anything is one of the best ways to judge quality.

No. Medicare does not cover assisted living room and board or ongoing custodial care. It may still cover medically necessary services like doctor visits, hospital stays, and short-term skilled care after a qualifying hospital stay.
