Paying for assisted living in Oklahoma

Most Oklahoma families pay for assisted living privately at first, using a mix of retirement income, savings, pensions, long-term care insurance, and sometimes proceeds from selling a home. Costs vary widely by community and by region of the state, so it helps to compare several options. You can review current pricing for communities in the pricing tables below.

Public programs may help cover the cost of personal-care and health services for those who qualify, but no program in Oklahoma pays for the room-and-board portion of assisted living.

Does SoonerCare (Oklahoma Medicaid) cover assisted living in Oklahoma?

Standard SoonerCare (Oklahoma's Medicaid program) does not pay for assisted living. However, Oklahoma offers the ADvantage Waiver, a Medicaid home- and community-based services waiver administered through Oklahoma Human Services. The ADvantage program can help pay for care-related services, such as personal care, case management, and skilled nursing, for people who would otherwise need a nursing home but choose to live in a Medicaid-approved assisted living setting.

A few things to keep in mind:

    • The waiver never pays for room and board, only for covered care services.
    • You must meet SoonerCare's financial limits and be assessed as needing a nursing-facility level of care.
    • ADvantage has limited slots, so qualified applicants may be placed on a waiting list.

To apply, contact the ADvantage/Medicaid Services line or your local Oklahoma Human Services office, and apply for SoonerCare through the Oklahoma Health Care Authority.

Does Medicare cover assisted living in Oklahoma?

No. Medicare does not pay for assisted living room and board or for ongoing custodial (personal) care, in Oklahoma or any other state.

Medicare may still help with related medical needs, such as:

    • Doctor visits, hospital stays, and prescription drugs
    • Short-term skilled nursing or rehabilitation after a qualifying hospital stay
    • Medically necessary home health or hospice care

Home sale or bridge loanProceeds from selling a home — or a short-term bridge loan while it's on the market — can fund care during a transition.

Assisted living laws and regulations in Oklahoma

In Oklahoma, assisted living communities are licensed as Assisted Living Centers by the Oklahoma State Department of Health through its Health Facility Systems and Long Term Care Service. State rules define what these communities may provide, including help with personal care, medications, and mobility, along with limited nursing supervision, but not the around-the-clock skilled nursing care offered in a nursing facility.

State regulations set standards for staffing, staff training, resident admission and retention, care planning, and resident rights. The Health Department inspects licensed communities and investigates complaints. These survey, inspection, and complaint-investigation records are public, and concerns about a community can be reported to the state's long-term care complaint line.

Before choosing a community, verify that it holds a current license and review its inspection and complaint history using the state's official Long Term Care survey search.

You can read the full rules in OAC Title 310, Chapter 663 — Continuum of Care and Assisted Living.

Check a community's license before you commit

The Oklahoma State Department of Health, Health Facility Systems (Long Term Care Service) licenses these communities as Assisted Living Centers and publishes their inspection and complaint history.

Frequently asked questions about assisted living in Oklahoma

Standard SoonerCare does not cover assisted living. Oklahoma's ADvantage Waiver can help pay for care services, such as personal care and nursing, for eligible people in a Medicaid-approved assisted living setting, but it never covers room and board. You must meet SoonerCare financial limits and be assessed as needing a nursing-facility level of care, and there may be a waiting list.

Costs vary considerably depending on the community, the size of the apartment, and the level of care a resident needs, and they differ from one part of the state to another. The pricing tables below show current pricing for communities so you can compare options side by side.

An Oklahoma assisted living center provides help with personal care, medications, and daily activities, plus limited nursing supervision, in a more home-like setting. A nursing facility provides around-the-clock skilled nursing care for people with greater medical needs. Many people who qualify for nursing-home-level care can use the ADvantage Waiver to receive services in assisted living instead.

To qualify, you must meet SoonerCare's financial eligibility rules and be assessed as needing a nursing-facility level of care while choosing to live in a community setting. You apply through the Oklahoma Health Care Authority for SoonerCare and contact Oklahoma Human Services for the ADvantage program; enrollment may be limited by available slots.

Use the Oklahoma State Department of Health's Long Term Care Survey Search at surveys.health.ok.gov to view licensing surveys, inspections, and complaint investigations for assisted living centers. Confirm the community holds a current license and review any findings before making a decision.

No. Medicare does not pay for assisted living room and board or for ongoing custodial care. It may cover related medical care, such as doctor visits, short-term skilled nursing or rehab after a hospital stay, and home health or hospice when medically necessary. Oklahoma's SHIP program offers free Medicare counseling to help you understand your coverage.
