Paying for assisted living in Missouri

Most Missouri families pay for assisted living out of pocket when they first move in. Common funding sources include savings and retirement income, the sale of a home, long-term care insurance, and certain veterans benefits. Costs vary widely depending on the community, the size of the apartment, and the level of care a resident needs. You can see current pricing for communities in the pricing tables below.

It helps to plan early. Assisted living is generally less expensive than nursing home care, but it is still a significant monthly commitment, and prices differ from one part of the state to another.

Does MO HealthNet cover assisted living in Missouri?

MO HealthNet (Missouri's Medicaid program) does not pay for the room and board portion of assisted living. It can, however, help with some of the care and services for residents who qualify financially and clinically.

    • Supplemental Nursing Care (SNC): A monthly cash benefit that helps aged, blind, or disabled residents of licensed assisted living and residential care facilities offset their cost of living. It does not cover the full bill.
    • Home and Community Based Services (HCBS), such as the Aged and Disabled Waiver: These programs are designed to deliver in-home and community services to people who would otherwise need nursing home care. They are not an assisted living benefit, but they can support some residents.

To qualify, you must be eligible for MO HealthNet, which has income and asset limits, and meet program-specific criteria. You can apply online, by phone, or at a local Family Support Division resource center. Because rules are detailed, it is worth getting free help from the resources below before applying.

Does Medicare cover assisted living in Missouri?

No. Medicare does not pay for assisted living room and board or for the ongoing custodial care (help with bathing, dressing, and similar daily tasks) that assisted living provides.

Medicare may still cover related medical needs, such as doctor visits, hospital stays, and a limited period of skilled care or rehabilitation after a qualifying hospital stay, wherever you live. For free, unbiased help understanding what Medicare does and does not cover, contact Missouri SHIP, the state's official State Health Insurance Assistance Program, listed below.

Assisted living laws and regulations in Missouri

Assisted living communities in Missouri are licensed and regulated by the Missouri Department of Health and Senior Services (DHSS) through its Section for Long-Term Care Regulation. In Missouri, these communities are licensed as Assisted Living Facilities, a category distinct from residential care facilities and skilled nursing homes.

State rules set standards for how a facility must operate, including staffing, staff training, resident admission and assessment, medication handling, safety, and residents' rights. DHSS inspects licensed facilities and investigates complaints, and it can issue a Statement of Deficiency requiring a facility to file a Plan of Correction.

Inspection results, deficiencies, and complaint findings are public records. Facilities are also generally required to post their most recent inspection results where residents and visitors can see them.

Before choosing a community, verify that it holds a current license and review its inspection and complaint history using the state's official Show-Me Long-Term Care search.

You can read the full rules in 19 CSR 30-86 — Residential Care Facilities and Assisted Living Facilities.

Check a community's license before you commit

The Missouri Department of Health and Senior Services (DHSS), Section for Long-Term Care Regulation licenses these communities as Assisted Living Facilitys and publishes their inspection and complaint history.

Frequently asked questions about assisted living in Missouri

MO HealthNet (Missouri Medicaid) does not pay the room and board cost of assisted living. It can help with some care costs for residents who qualify, mainly through the Supplemental Nursing Care cash benefit and, in some cases, Home and Community Based Services. You must meet MO HealthNet's income, asset, and care-need rules. Contact the Family Support Division or your Area Agency on Aging for help applying.

Costs vary by community, apartment size, and the level of care a resident needs, and they differ across regions of the state. Rather than relying on a single statewide average, review the pricing tables below to see current rates for communities in the area you are considering.

Assisted living provides housing, meals, and help with daily activities like bathing, dressing, and medications for people who are largely independent. A skilled nursing facility provides 24-hour licensed nursing and medical care for people with more intensive health needs. The two are licensed under different rules by the Department of Health and Senior Services, and nursing home care typically costs more.

Programs like Supplemental Nursing Care are generally for aged, blind, or disabled Missouri residents who live in a licensed assisted living or residential care facility, are U.S. citizens or qualified non-citizens, and have income below the cost of their facility. You must also meet MO HealthNet eligibility. Because the rules are detailed, it is best to confirm eligibility with the Family Support Division before applying.

Use the Department of Health and Senior Services' Show-Me Long-Term Care search to confirm a community holds a current license and to review its inspection results, deficiencies, and plans of correction. Facilities are also generally required to post their most recent inspection results on site, and you can ask to see them.

No. Medicare does not pay for assisted living room and board or for ongoing custodial care. It may cover separate medical services such as doctor visits, hospital stays, and a limited period of skilled care or rehabilitation after a qualifying hospital stay. For free guidance, contact Missouri SHIP, the state's official Medicare counseling program.
