Does Iowa Medicaid (HCBS Elderly Waiver) cover assisted living in Iowa?
Iowa Medicaid does not pay for the room-and-board portion of assisted living anywhere in the state. What it can help with is the cost of care and support services for people who qualify, through the Home- and Community-Based Services (HCBS) Elderly Waiver.
The Elderly Waiver helps Iowans who would otherwise need a nursing-home level of care remain in community settings, including some assisted living programs. It may cover services such as personal care, assistance with daily activities, and care coordination, but never your monthly rent and meals.
General eligibility includes:
- Being an Iowa resident age 65 or older
- Meeting Medicaid's financial limits for income and assets
- Being assessed as needing a nursing-facility level of care
Not every assisted living community participates in the waiver, so confirm participation before you choose. You can apply for Iowa Medicaid and the waiver online through the Iowa HHS Services Portal or at your local HHS office.
Does Medicare cover assisted living in Iowa?
Medicare does not pay for assisted living room and board or for ongoing custodial (personal) care, which is the day-to-day help most assisted living residents need.
Medicare may still cover related medical care, such as:
